Paying for Performance in Louisiana
ABSTRACT
In recent decades, state and federal government agencies have been under greater pressure to increase employee recruitment and retention, while maintaining a modest budget, sensitive to economic struggles. This balance has become particularly burdensome as private sector employment continues to prove to be a competitor for skilled employees. Traditional pay systems have leveled the pay and rewards for employees in similar or identical positions. This paper addresses the history and current trends in pay-for-performance systems and the struggles in Louisiana government to implement a reformed plan for pay-for-performance.
