In an effort to reduce persistently high rates of uninsured individuals, the 2010 Affordable Care Act (ACA) required states to expand their Medicaid programs to virtually all adults with income under 138 percent of the Federal Poverty Level. The ACA also required other changes to streamline the Medicaid application and enrollment processes.  Many states filed legal objections to the law and a subsequent June 2012 Supreme Court ruling effectively made the expansion optional.  Yet, 26 states did expand to allow newly eligible adults to enroll by January 2014. Despite significant technological and management challenges, reports indicate that millions have enrolled.  This webinar will summarize the implementation lessons learned by policymakers, program officials, analysts and researchers.

 

 


ABOUT THE PRESENTER

Cheryl A. Camillo is a researcher with over 16 years’ experience working on federal, state, and local public health insurance programs.  Her current work focuses on sub-national health system reforms and seeks to bring together research, policymaking, and public management perspectives.  From 2007-2009, she was a deputy Medicaid Director for the State of Maryland where she implemented an expansion of Medicaid to low-income adults that served as a model for the Affordable Care Act. Prior to that, she was Technical Director of the Division of Eligibility, Benefits, and Coverage at the Centers for Medicare & Medicaid Services.  Camillo is currently finishing her PhD in Public Policy (Health Policy) at the University of Maryland, Baltimore County.  She received her Master of Public Administration degree from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a B.A. in Political Science from Yale University.
